Abstract

Cet article analyse la répression contemporaine de la dissidence politique à l’étranger par le biais de la coopération internationale en matière de réadmission. Il conceptualise un dispositif inédit reposant sur des réseaux interétatiques, intergouvernementaux et trans-gouvernementaux qui normalisent un usage détourné de la réadmission sous couvert de lutte contre la migration irrégulière. À partir d’une approche critique des relations internationales et de la gouvernance des migrations, l’étude montre comment des régimes autoritaires exploitent des rapports d’interdépendance altérés et des conditionnalités inversées pour obtenir la réadmission rapide de leurs dissidents depuis des États européens. L’analyse empirique de plusieurs cas révèle des pratiques caractérisées par une rapidité procédurale, un effacement des garanties juridiques et le désaveu de la dissidence, en violation du droit international. L’article retrace également les origines structurelles de ce dispositif, liées à l’expansion du système européen de la réadmission et à l’informalisation croissante de la coopération migratoire.

Repressing Dissent under the Veneer of International Cooperation on Readmission
This article analyses the contemporary repression of political dissent abroad through international cooperation on readmission. It conceptualises an uncharted apparatus based on interstate, intergovernmental and trans-governmental networks, which normalises the misuse of readmission under the guise of “the fight against irregular migration”. Based on a critical approach to international relations and migration governance, the study shows how authoritarian regimes exploit altered patterns of interdependence and reverse conditionalities to obtain the swift readmission of their own dissidents from Europe. The empirical analysis of several cases reveals practices characterised by procedural speed, the erasure of legal safeguards and the disavowal of dissent, in violation of international law. The article also traces the structural origins of this apparatus, linked to the European drive for readmission and the increasing informalisation of migration cooperation.
