La valutazione di scenari di sviluppo del sistema della viabilità regionale: un approccio integrato

Abstract

The evaluation of the economic feasibility of large scale scenarios poses certain questions as to how to estimate costs and benefits related to the interventions characterizing future developments. Road infrastructures, although being a driver of growth and transformation, have always represented a significant element of modification of both the urban and extra-urban territory. This consideration leads to conclude that a cost benefits analysis limited only to the transportation component would not be appropriate to the subject matter. In fact, the impacts that may derive from an infrastructural project can be identified not only in connection with the specific project, but also in connection with the relations created with the territorial system where the project is carried out. The scope of the present work is to propose a methodology for evaluating costs and benefits in a strategic stage, taking into account the multidimensionality of the problem and of the issues related to the scale of plan.
