Abstract

In Italy social policies and in particular those ones aimed at children and families suffer from chronic problems of effectiveness and efficiency which spread over several and different fields: economic, managerial and organizational. Also the research in this field has focused for at least twenty years on matters of detail and strengthening or it has been carrying out both difficult and unclear works of experimentation suggested by fortuitous requirements rather than trying to work on system changes.
The author states and argues the necessity of a preliminary analysis of the real tracks of children’s birth and growth, as well as of the setting up, organization and development of families as main micro contexts of care and training of the newborn (babies) within wider geographical and sociocultural backgrounds.
On the basis of that here you find a map of analysis and a total outline of planning of the integrated system of educational and care services for early childhood at a local level.
