Abstract
In the U.K., particularly in London, is in progress, from some years, a cultural and administrative reform that concern the government, the urban transformations and the policies for open spaces.
Actually, the debate is focusing on how to translate in local policies the many directions of the reform and on the results of the early experiences of urban retraining.
This report examines the local policies for open spaces promoted by Borough of Southwark, to show how the accomplishment of the continuity of open space, that is provided by the new plan of London, it’s realizing starting “from down”, with local policies and decisions.
The reading of recent documents shows the big technical experiences acquired through the years by the local administrations of Boroughs, that knows the limits of the administrative system on law. They make all the possible experiments to go over these limits, treating the subject of several policy levels on equal terms and using their accurate knowledge local reality and metropolitan reality.
