Paesaggio-tutela o paesaggio-vincolo? 15 anni di pianificazione paesaggistica in Sardegna (2004-2019)

Abstract

This paper addresses the theme of the policies of landscape planning in Sardinia over the last 15 years. This subject must be seen through the profound demographic, social and territorial changes that have crossed the island since the 1960s onwards: the explosion of tourism and industry, the emptying of inland areas and the resulting movement of residents to the coasts. We then analyse the operations of rewriting and rhetorical redefinition of the ‘Regional Landscape Plan’ through the policies of Renato Soru, Ugo Cappellacci and Francesco Pigliaru, the three presidents of the Sardinia Region between 2004 and 2019. The process of landscape planning is currently stalled because of the lack of a common and total vision.
